Stoner acoustic has a self-built super tiny, super inexpensive dac w/ a very high-quality dac chip (PCM5102A) that is compatible w/ android devices that support USB Audio Class 1.0 for $49+10S&H. It's the UD 110v2. You buy it by e-mailing the engineer who is making em at http://stoneracoustics.blogspot.com/ or you can facebook msg Stoner Acoustic. Pair this up w/ a tiny budget portable amp like the Fiio E06 ($27.99) & you're golden. Total under $100.
 
Or you can get the Fiio E18 $160, but I am not sure if your android phone is supported.

I did managed to get one of them USB DAC from Stoner acoustics. they are pretty good!
