The tag on the shirt looks like it's from Puma, but I can't imagine them doing this type of spoof.

I saw that shirt on Boing Boing (http://www.boingboing.net) a few days ago and loved it, too.
I followed their link to a Russian site, which, unfortunately, I couldn't read. I don't know if they're for sale or not. I'd buy one if they were.
