Any audio editing software should be able to do that (ie. Sound Forge).

Most pro sound editing software should be able to resample the track.

As for why: unless you're doing serious down-sampling for specific DACs, it's above me.

As for why, I've the GH3 version of the new Metallica album. Its in 48Khz.

foobar will not play it, I guess its because its not 44.1Khz? My D2 plays it...

Anyway 48>44.1 will only be marginally slower.

Enable the resampler component in Foobar to convert everything to 44.1khz. I personally use the SSRC component for that.

Try it yourself, but i believe it won't take much more mem and won't resample when it's already 44.1khz.
You should see more CPU usage when it starts resampling, although with todays CPU it might be hard to see
