It just keeps hopping back up to where it started and I can't scroll up or down
Cant scroll down in the pick a forum section.

What OS and browser are you using? ALso: which forums are you seeing this behavior on? Are you following an email link to get to the forum where this is happening, or are you just selecting a forum from the main forum list?
Ive tried this on windows 8 desktop and windows 7 laptop browser is opera. Sorry, it's the forum nav: pull down tool. It jumps and wont let me scroll down.
