yes, if you want to come, you can, even if you don't have much gear, you could help people form impressions on what to buy, or decide what to buy yourself, etc.
can people come late - sure, last time I was 4h late

vendors depend on members (and are people too /might have holidays ). you can also try emailing some local vendors. with local flights being <$200 return they might be interested.
