RAID isn't as noisy as you might think. On my main system, I run RAID 5 (four 76GB Raptors) and could not be happier. The noise is negligible. I use an Adaptec SATA RAID card (hardware based) and it's speedier than just a disk. Also, while backing up is good, it's easier to run RAID. On two other boxes, I run RAID 0 and RAID 10. All are good, and with drives as cheap as they are these days, it makes sense.

As for cooling, go with air cooling unless you really need water. It's a big expense and can be a headache, too.

If you haven't decided on a CPU yet, take a look at Opterons. The bang for the buck is excellent.
