I have a pair of the Sennheiser CX300 Precision II ear buds. I bought them pretty much exclusively for working out and I'm pretty well pleased. They stay in my ear really well and have plenty of bass. I got mine for $29 I think...

Honestly those were the ear buds recommended to me and they're the only ones I've actually had some first hand experience in. Sorry...

Under $30 is pretty tough.  You'll likely have to go with an older pair of Sony's or maybe some by Koss like hte C375.

If you can afford a little more I'd recommend you look at this thread and maybe go with the Bose or the Yurbuds: http://www.workoutearbuds.com/the-absolute-best-workout-earbuds/

The Panasonic RP-HJE450 has more bass impact and more detail than the Riptidz, however it is around $23.
