Seriously I was going to post those exact two choices.
 
I'd also nominate Tommy, also by The Who, and one of the progenitors of the idea of the concept album. In fact, I believe they coined the word "rock opera" to describe it.
 
And, last but not least, the Moody Blues put out quite a bit of this kind of music.
