I'm planning on getting a topping d10/d30 as a dac, and was wondering what amp i should get that is under $100. I use IEMs a lot, so I need low output impedence

My favourite mobile AMP is still the Topping NX2 which has been updated to High Res... which to be fair means nothing to me lol. It's clean and balanced and has enough power for IEMs. If you need something with a gain or bass boost and a sound that's a bit more bassy and fuller then the FIIO A3 is good value

O2
(B-stock comes in at just under $100)
Great amp that "disappears" in the chain, as they say.
Meaning it doesn't alter the sound by emphasizing or de-emphasizing any frequency areas.
And it's portable, well home-portable is perhaps more apt as I sure wouldn't bother lugging it with me anywhere else than at home/the office.

Seriously though, O2.

+1 on the O2 (Objective 2) headphone amplifier.
