The X1 would probably be a good choice in that case.

According to this review, yes. And he even remarks in comments he prefers them over 990s.

Well, x1, 990, and he400 all open, but he400 is even more open than most open headphones from what I've heard.. So there is that to consider, also x1 and 990 more portable but still big

Forget the HE-400
Definitely needs amping.
If you can find a pair of used D2000 in good condition, that would be my next suggestion. They benefit from amping but they certainly do not need it to sound great and they have plenty of bass.

TH900 if you can afford them, just use an adapater to hook them to your laptop. The Denon D600 is another great option, bass is really good, no leakage, great isolation and you can bought them for just $250-280

The Denon D600 sound pretty good to me. I like the idea of low leakage.

I'm starting to think about it, and I wouldn't mind having a portable amp (as long as it's not too expensive). What do you guys recommend for this?

For the Denon or Fostex a Fiio E11 should be pretty good for the price.

I think I'll get fiio e11. I haven't read anything but positive comments on it.
