What is the best amp to pair with a chord Hugo tt. I would like balanced outputs as well as unbalanced. Btw. Do you notice much of a difference with balanced vs unbalanced or is it just some hype. Thanks

In the same amp the balanced outputs will be an improvement over the single-ended ones. That doesn't mean balanced output is superior overall. It's just another topology design choice. 
 
Apart from a couple of top-of-the-line headphones, I'd be surprised if an external amp could improve significantly over the included headphone output of the TT. It was pretty much designed to be a single-box complete system.
