My old ear buds are getting worn out, so I want to get my first good pair of headphones.

Budget:
0$ - 75$
 
Sound Sig:
I want my face to tremble from bass. 
 
Fit:
I want over ear, closed headphones.
 
Any suggestions?

The Philips Shl3300 might be a good choice for you, they are closed and sound good. They only cost me 35 euro and they actually sounded a lot better than some headphones above 100 euro I tested. They are cheap so they are definitely worth a shot. Maybe you can test them in a store like I did.
 
They aren't over ear like you asked, but they don't feel like on ear headphones. I wanted over ear headphones too before purchasing these, but they are more comfortable than on ear headphones imo. They are bigger than most on ear headphones but they are still on ear headphones.
 
After a few hours of wearing them they hurt but at first they are comfortable enough.
