Android smartphones audio over USB limited to 16 bit/44.1 kHz?

If I were to combine my Samsung Galaxy S4 with a Fiio E18 Dac/Amp, will the USB audio out on the S4 be limited to 16bit/44.1 kHz?
 
Are there any phones that can do 24bit/96 or 192 kHz over USB? Is the E18 also limited to 96 kHz, or can it do 192 kHz?
 
I hope I put it right, all this talk about bits and kHzs makes my head spin.

Use Ultimate Audio Player Pro from the Play Store, it'll do your 24-bit files.
 
(Oh, and to answer your question, yes, Android is limited to 16-bit apart from the LG G2 and Note 3 with more widespread 24-bit support expected in the coming year)
