Amps with Pre-Amp RCA and Headphone Out: Possible to Switch Between Both?

Well what settings are you using exactly? EQ would work to neutralize extreme peaks and minimize extreme dips in the response. The goal is to get as much of the response range as possible equal to where 1000hz is, or everything below that as equal as possible though all in some way slightly above where 1000hz is, to compensate for the slightly lower sensitivity of human ears or perception to lower frequencies.

It's been a while, I can't remember lol. Also I understand that each EQ setting is only for one headphone/speaker; what works for one may not sound as good as on another. This is why after some tweaking I decided to not use it since I will be switching between my headphones (currently two of them and more I think?) and speakers often.

That's how it's supposed to work - you need it to correct extreme response irregularities. It doesn't actually take a lot of effort to go from one profile to the next, you just pull up one from the presets. In Neutron Music Player though since it's a smartphone app you can program what EQ setting it uses by default when using USB digital, headphone out, or BT, although obviously on a desktop set-up running from a DAC-HPamp-Preamp there's no way for the computer to tell whether you're using headphones or speakers, so that necessitates switching out the profiles manually.

I guess manually switching out the profiles is simply not for me at this point of time, too much hassle and also I prefer improvements that will apply to all (i.e. not just in foobar for example)

And to answer my question, the Garage1217 amps do play only from the headphone jack once plugged in; the terminology is slightly different ("Line out disconnect for the pre-outs when headphones are plugged in" and "Line-out bypass (when headphones are plugged in)")

If what you need is a global EQ there are apps for that, but again the profiles need to be switched manually, unlike how my Android's Neutron app automatically applies the HD600 profile when using USB audio and then my ASG-1 profile when I plug into the 3.5mm jack.
