I am still pretty sure that 'burning water' involves a reaction that is thermodynamically going to mean "putting more energy in than you get out".
Hydrogen vehicles still need to get the energy from somewhere, hydrogen just doesn't occur naturally in the environment. You either have to produce it by electrolysis or filter it out from fossil fuels containing it.
