The DAC inside the lighting to 30 pin adapter is a wolfson series DAC that supports 24 bit / 192 khz playback. Since you can not upload these to your phone natively I was wondering if I got an app that supported uploads of these files to my iPhone 5 if it would play at the full 24/192 khz. I know this seems like a stupid question but a lot of apps say things that thy dont do, especially since I have no real way of telling.

The limiting factor is the iOS has it has a hard limit to 16/48.  You can get winamp or FLAC player on it with 24/192 FLAC all you want but it won't play.  For 24/96 will get down sample to 16/48.  The VentureCraft SounDroid Typhoon will up convert iPod to 32/129.

You don't. The iOS is limited to 16/44, and this is why you need to up convert.

Nope, that is something hard coded into the iOS.
