Yeah, Madoka was the first mahou shoujo anime that came to mind, probably because it's the only one I've seen.

I don't think so; maybe only because blonde hair+sniper, but the two defining features of an anime-style character - the hair color/style and eye color/style - are both different, it seems like a bit of a stretch to me. Plus, Riza doesn't seem to care about ear protection as much 

 
 
Besides, Riza's gun looks more like an assault rifle with a scope than a sniper rifle.

Perhaps. By the looks of it, Riza has only has bangs on one side, and unnamed-inspired-by-Riza girl has bangs on both sides.
