just an idea, but you might want to double check your ground lines. i had a problem similar to this--voltages were ok with no source, but once a source was plugged in, they changed. when i checked my board, i found that r3 wasn't connected to ground. might not solve your problem, but its worth...

Just finished putting the jumpers on the protoboard, and was getting ready to pop in the caps when I noticed they are 470uF rather than 220uF which the plans call for. How big of a problem is this? Can I just sub the 470uF caps in and expect similar results? Thanks!
