I see many people say a chip such as a 2020 cannot drive headphones, why is this?

Hey guys I am getting a small t-amp to plug into my stereo speakers with my PC.   The input is a red-white RCA ports. If I buy a Y cable (red white to 3.5mm) so I can plug it into my ipod or computer will there be any sound loss?

So after more research   The TP20 seems like the way I will go however I really want to know: Sound cards are in essence a DAC, yes? So I dont have to buy an external one unless I seek exceptional quality?   Will this work with an Ipod/TV? I assume they have to have built in DACs for us...
