There are great sounding examples of both transformer and OTL amps available on the market, so I wouldn't get too hung up about it. I also wouldn't get too hung up on whether an OTL amp will cook your headphones - although I'm sure it has at some point happened, I can't recall anyone ever...

In regard to the 3+ being able to drive HD 650's, I owned a 3+ and it had no problem what-so-ever driving 580's/600's/650's. IMO Senn 580's/600's/650's and the 3+ were made for each other.

The basic difference between the 3 and the 3+ is that the 3+ has it's input tubes wired in parallel for more power and a better impedance match. The 3 has preamp capabilities, the 3+ does not. If you aren't going to be using your headamp as a preamp, then go with the 3+.
