Yet another USB soundcard question

Hi,
I've been browsing and searching the forums hoping to find a decent USB soundcard. The reason I want USB is to switch between notebook and desktop use. I am not a professional musician, but having read about the resampling issues on some cards, I think I want one that does not resample. Also, I would like to have dedicated line out/headphone out. I don't game, so I could care less about multichannel options. I'd like to stay under $100 USD, though, I'd prefer if I only spend around the $30-50 range. I think Turtle Beach and some other generic ones are the only things out there, and they resample up? Coming from a SB Live! 16bit, would these $30 USB cards be any improvement? M-Audio USB is probably my top candidate, though it's right up there at the tip of my price range. Any other comments/recommendations? TIA
