At the moment, I'm currently running the HD25 straight out of my iPhone 4S with no EQ, and I'm planning on soon picking up the Shure SE215. Would the $60 investment make a great difference in sound quality for either set out of my phone?

I got the Fiio E17, I would say it improved SQ by 5%-10% only but the SPL has improved greatly.

Unless you end up running the volume up very loud near the headphone amps limits in your phones, don't expect much benefit. If running near the headphone amp limits, then a more powerful amp (greater SPL) can help with the dynamics of some recordings. Especially if you are not running Apples volume leveling (equivalent to replaygain; not sure what it's called) where some songs will be boosted in the recording.
