Windows Phone 8 USB AUDIO to External DAC

I am looking for a source for my HUGO DAC/Amp, and get bit-perfect streaming (above 16/44) from Android or iPhone into an external DAC still seems quite complex ! Nothing really new in 3 years time ! Still the same stupid limitations ! 
 
So... is there any hope with the Windows Phone 8 devices ?
 
At least many of them have a Micro-SD expansion, but... do they support USB AUDIO ?  Can their installed players stream-out to an external DAC 24/192 WITHOUT Downsampling ?.

PS: alternatively, are there some SMALL " Windows 8.1 tablets " that have at least 256 Gb of SSD storage and  7" max screen size ?

Thank you for the infos.  The Panasonic FZ-M1 seems very interesting with a 256 Gb (+ MicroSSD) of storage= 384 Gb !
 
Re USB OTG from Windows Phone 8.1, does it also allow USB Audio (connection to an external USB DAC ) ?

Windows Phone 8.1 will be coming soon so we don't really know anything about USB Audio yet.

And then Panasonic FZ-M1 might not be all that portable because of its weight, let's put things into perspective like this:

Nexus 7 - 2013 Edition = 290 g (10 oz)

FZ-M1 = 540 g (19 oz)

 
yes but  Nexus 7 = 32 Gb without MicroSD expansion = ... 1/12 of total possible FZ-M1 capacity.  Plus NO real bit-perfect Audio out.
