Wiki for all?

Is the creation of wiki articles non moderated?
 
I ask because just now I saw a wiki called "Good Bass Good Looks Under 60 Dollars" and I thought it was a listing of headphones, but instead it is just a request for advice. Now a wiki is not meant to have questions that belong to topics, right?
 
I mean, if wikis like that can be created freely, then spam might also go through those channels, no?

EDIT: The wiki is gone, no idea if the mods or the wiki creator deleted it, though.

Seriously, wikis shouldn't be created as if they were regular forum topics. The wiki "Cowon J3 Info" (http://www.head-fi.org/wiki/cowon-j3-info) could indeed be a wiki, but with the approach it was made, it certainly belonged to the Portable Source Gear section.
 
Again, I'm sorry if I'm being annoying about these things. It's just that wikis have the potential to be hugely helpful, and anything not fit for wikis is just taking up space for valuable info. Just moving the so called wikis as topics on the right section would suffice.
