Some tubes do hardly glow and need the extra "help" from LEDs. This by no means means ... yeah that they are disfunctioning.
Also I seriously doubt grounding the heatsink is a good idea. If it is electrically connected to the die it should be internally grounded. If it's not internally grounded and electrically connected (unlikely) then grounding it could short said componnet.
