I should have stated that I was using a hyperbole. But it's definitely true I get 20kbps at night. I only get your speed at the library.

Sounds like they cap the speed outside normal working/class time.
Probably as a method to restrict students from using their bandwidth to download GB's of large files (aka file-sharing)...

I remember setting up a LAN with my roommates when we lived off campus and sharing a 56K dial-up connection using my computer as the router (NAT32). Luckily, halfway through the school year, TimeWarner introduced their RoadRunner cable internet service and it was smooth sailing after that.
I lived on campus at my university last year and the best internet speed I ever saw was 1.3 meg download and 1 meg upload. Hooray for 1 T1 line for the whole campus.

I work at a school of higher education, and we have a 1 Gigabit/s connection to the outside world. I get around 60 Megabit/s download and 40 Megabit/s upload speed on my computer, through a cabled 100 Megabit LAN.
