My parents were trying to buy certain bonds without going to the bank but it seems that there isn't many online trading platforms for bonds like there is for stocks. Anyone here know why or can recommend ways of buying bonds cost efficiently?

Bonds are a graveyard for capital, and in today's economic climate, stocks (most of them) are probably a funeral home for same. Finding a refuge for one's money, let alone a place giving a return, is difficult. 2009 may see some massive bond defaults, so you should ask why to bother. These days, there are no pat answers, and many dangers.

Why not buy GICs? Buy them from Canadian Banks and you should be fine. Canadian Banks have loads of capital.
