which dac amp for under 50usd?

I listen to music and play games on my pc and my onboard audio is getting some static sound to it. I tried cleaning the jack but it didn't help. the headphones I use are philips shp9500s. I don't really want to spend over $50. I could find a fiio e10k for about 50 on ebay. theres also the sound blaster play 3 for $25 and the sound blaster x-fi 5.1 pro for about 50 as well. the sound blaster play 3 is half the price of the other two which seems pretty appealing.

is the e10k better than the k1 and others mentioned?
I believe the FiiO E10K and FiiO K1 use the same DAC chip.
The E10K comes with a more powerful headphone amplifier, but I would assume the K1 can decently drive the SHP9500.
