Decide on digital input type you want (I2S/SPDIF/USB) to Burr-Brown PCM1704 to IV stage (Passive Resistor or OPA627 OpAmp or MAX436 Transconducxtance stage or even discrete) to LCR bessel filter and finally an output buffer.Run the whole thing off batteries and build it on a grid board.

A close call in price but can be done

Don't forget a DF1704 digital filter. The PCM1704 is a mono chip, it needs the filter.
