Yes you can, I do it all the time. But its alot more expensive than those that come with plans. Some phone makers, like Handspring sells plan-less GSM phones that can be used worldwide. I got one and works just fine here in the Philippines.

Try places like http://www.myworldphone.com, http://www.expansys.com, or http://www.gsmphonesource.com. I've never purchased from any of them but they seem to be some of the larger sites selling unlocked GSM phones. Taking the Ebay route is a bit risky since it is possible that the phone was stolen and the IMEI blocked by the original carrier or something else is wrong with the phone. I plan to buy my next phone from a place that specializes in unlocked phones, and it seems MyWorldPhone.com has the best prices overall out of those listed above although their selection is a bit slim. T-Mobile USA barely subsidizes their phones so going the unlocked route isn't all that much more expensive for me. Also, Howard Forums is a good place to get info on phones. I've learned a lot from that place.
Thanks for the links dovannosmithm, but the prices of the phones seem quite ludicrous. I thought they might be a little cheaper in the States, seems like it is farily cheaper in here instead.

Generally, mobile phone is much cheaper in asia (Hongkong, taiwan, singapore, etc) and they have newer and more choices. They sell it unlocked too so you don't need to worry about unlocking it. In US, mobile phone is sold through carriers and most of them locked the phone to protect their investment.

Order online? D-Nexus (search on Google) seems reasonable- buying from Singapore/Taiwan/HK tends to be cheaper, but make sure you got warranty applicable to your country. APAC (Asia-Pacific) is no longer in existance nowadays for Nokia, we have to fog out our own $$ to repair Asian phones in Aus.
Anyway to buy, I recommend you go to local phone dealers and ask them for outright price. Most dealers usually offer outright nowadays (around the world)- and also, make sure they are not simlocked. Even if they are, there are ways to unlock it yourself, but prevention is better than cure.
