That song is way way older than 79.
 
I used to listen to it in the early 1970s on the Dr.Demento radio show Sundey nights. The video may have been from 79.

I literally bought his album just on the artwork and word of mouth that it was one of the albums of the year alone. It's not quite avant-garde but it's mind boggling what you can do with one acoustic instrument (took me a long while to figure out that it was only one guy/sax). Can't wait to try this album with my new cans, it will be more than interesting.

his first album Dr. Octagonecologyst is released under the name of Dr. Octagon.
Dr. Octagon is time traveling creature and gynecologist (=Doctor) from Jupiter. I can't describe him more here, it's just too insane, if you know Kool Keith, you know what I mean...
If you follow his discography, you will notice the storyline with Dr. Octagon and Dr. Dooom. Other of his insane albums include Nogatco Rd. and The Doctor is In and....
And there is no music on this planet so weird and insane as his fist album: Dr. Octagonecologyst
