I see in some of my dsp's for foobar settings for a pre-amp, what is the point of this?

It is usually to avoid clipping in non-replay gained files. I leave it at -8dB

It is just "volume level" for the replay gain, so to speak. I left the Pre-amp for files with replay gain info at 0dB and Pre-amp for files without replay gain at around -8db as most mp3 files have replay gain at around -7dB to -10dB.
