I was eye-balling the meze empyrean but many said it has a veiled / stuffy sound signature. So in your opinion, what's the absolute best open- back headphones that are highly comfortable?

It’s the best open back headphone and very Comfortable and in your price range. The 820 is closed, heavier, different fit.

HD600/HD650/HD6XX if properly amped and want a more laid back sound signature
HD660S/HD58X if you want less amp dependent and less smoothness/more energy

I have read that the Senn HD 6xx line clamps a lot... Haven't tried myself.

Out of the box, yes. But they quickly lose their clampforce when worn regularly or when the exposed metal arms of the headband are bent to a wider angle.

While I wouldn't say these headphones have "forget you're wearing them" or "feel like a cloud" level of comfort, I will say that I occasionally wear them for 7-10 hours a day and they're one of the few that don't develop pain or hot spots. They have "snug" comfort :)
