What makes sound tuning difficult?

I was just thinking, there are $30 10+ driver Chifi IEMs yet their materials together doesn't produce great sound, the missing link is probably tunning? Then what exactly makes tunning difficult, is it about empirical knowledge and know-how or some hard-core science, physical and math modeling. And how much such knowledge is only possessed and carried on through some sort of apprenticeship, corporate secretes, or how much is learned in school and reading papers? If majority of sound-tuning knowledge is trade-secret and closed sourced, given that a lot of boutique makers have small team, that means losing a key member means the end of the team right?

Just want to know how this all works and throw and open discussion here on the business side of making a good IEM.

A 30usd iem with 10 BA probably is not well tuned because the tuning is hit and miss try one config and listen try another and another until THAT drivers and cross and shell conf hits the sweet spot that the designer wants... That takes time and time is money
