What makes more of the difference: IEM vs Player

I am looking to get my dad an upgrade for Father's day and am wondering what would make more of a difference in terms of sound quality. If I have say $50-$100 to spend on either some new IEM's, like the Shure 215 (which would be on the expensive side) or a new player, like the Cowon E2 (which would be on the cheaper side), which would make a more substantial and noticeable change in terms of SQ?

On the budget end of the scale, the earphones make a bigger difference than the player, I think.
