What kind of resistors are these?

I've been trying to get some of my junk organized, and came across a ton of resistors like these. They're all 1% tolerance, and extremely light for their size (seems as though something small was potted inside a larger shell). I've never seen any resistors like this before though, and was hoping somebody could give some insight into this. Based on the markings on some wirewound resistors I have by the same manufacturer, I think the biggest shown in the photo is rated to 6 watts, and it is significantly larger than any of my 10 watt wirewound resistors.

It looks almost like Vishay Bulk Foil resistors. The markings are different though, as the Vishay resistors are marked as VTA-53/54/55. PartsConnexion retails them, and Percy may also, but I'm not sure.
