It is a magic box that takes a bad sounding audio signal and turns it into something musical and enjoyable. I'm kidding. It does more than just amplify. An amp can also provide more electricity than what's normally available at a headphone output jack. This means a lot when you have high impedance cans like Beyer and Sennheiser. They also supply more power for pushing bass that will wimp out with less power.
What they aren't are magic boxes. They will not take a headphone jack output signal and make it suddenly sound good. If you have a bad sounding signal it will not suddenly sound good with the addition of an amp.
