What is the ideal ratio to spend for Headphone, Amp & DAC ?

My budget is around $200. How should I distribute my budget so that I can include all three of them without compromising on any of them?
eg: Headphones:Amp:Dac = 50:30:20.

There's no magic formula.  In your budget category, you may decide to get a can that will work well without an amp/dac.  Such options include the CAL!, Sony MDR-ZX700, all Grados in your budget (including the Alessandro MS1), or even the Shure SRH 840.
 
The Fiio E-7 combo amp/dac will set you back at least $80.  That will knock out the Shure, but open your options to the AKG K 240 Studio, and Koss DJPro100 family.
 
You might also look at some KRK and Samson cans, but I am not familiar with their amping requirements, if any.

Ratios are not worth even focusing on.
 
Get the best headphone you can with your money and the highest quality source audio. If you have a tight budget, focus on headphones that can be operated well without an expensive amplifier.
