What is the best or proper method of downsampling a DSD to FLAC or high-grade AAC?

Does anyone know a "proper" or best method of downsampling a DSD audio file to FLAC? I use dbPowerAmp for all my conversions. Is dbPowerAmp capable of handling these conversions correctly? Please weigh in. If not, what programs are (preferably free)?
