I thought it was "Is Considering", but I guess it's about the same.

In terms of the FS forums it means interest check. The poster is trying to gauge interest in what he/she is considering selling.
IC is also an abbreviation for integrated circuit.

the serious answer is : the first use of the letters I.C. that came under my gaze was back in the seventies and it was the initials for the Integrated Circuit and i think the definitive answe to the intials even now
