My friend wants to buy a new pair of earphones- main use is traveling, listenting on the bus etc.
The price range is ~35$ and I was thinking of Sennheiser CX 400-II since it is noise cancelling and got a lot of good reviews
my question is - are there a better pair of earphones in this price or lower?

SoundMAGIC E10, VSONIC VSD3S, and for a less expensive alternative, the KZ ATE. All of these are good. The CX400 II may be quite good, but I haven't heard it and cannot vouch for it.
