I have a Galaxy S i9000, but it isn't rooted. I'm wondering if Voodoo sound makes a difference if I were to max the volume on the phone and connect it to an amp?

I think voodoo messes around with the libs it help produce a better quality sound, not just a louder one (I could be wrong). If that is the case, yes it will make a difference.

From what I understand of it, it allows analog control of the gain, like an analog amp does. The result is full dynamic range at all volumes, like it does at full volume?

What Voodoo gives you is analog gain control from -57db to +4db, so you can set it depending on the sensitivity of your headphones. It also gives you a very decent parametric bass boost and other tweaks to the DAC to give you the best possible sound with that chip. You should definitely go for it.
