Hi, I am using LD MKIII as a preamp in conjunction with Swan m200 powered speakers. Should I set the speaker's volume at max, and attenuate with the preamp volume control? Or something else?

I'd set it somewhere where you don't have to mess with the LD's volume too much, as it would be annoying to turn it on, put on some music, and then blow your ears off because you forgot to turn it down last time you used the speakers.

I thought the volume did not matter on the pre out because it only uses the pre-amp tubes and not the power tubes.

The pre-out is volume controlled on the MK's.

Forget about leaving the LD on max and using the other control....tube's will distort at max.
