VBR vs fixed rate mp3?

I am just wondering if anyone can explain to me (or provide a link) that explains the difference between VBR mp3s and a fixed 192 or 320 kbs LAME...

Is the variable bit rate better or have any advantages? I see quite a few cds that have been ripped as say VBR 256 or something of that sort. Is a comparable VBR equivalent in quality to a 192 or 320 mp3?
