Most headphones have some sort of tracking issue, but it's usually frequency-dependent. For example, one ear bud/cup might be louder for bass, then the other is louder on the high end, etc. Typically the difference is only a few decibels, however, so it shouldn't be much of an issue.

If your right ear bud is consistently louder, the headphones are defective.

anyways. I have had that issue before. What I did was hold the bud between your thumb and index finger (the sound output side on your thumb) and turn the music up slightly higher than I'd usually listen to, and hold it for a few secs. It should equalize the sound.

Or you can try and pick out or blow out the air hole. Maybe some ear wax is blocking it.
