I currently use analog out, the hdtv It has an s/pdif out. Using an Fiio E17, would I experience a noticable different using s/pdif instead of analog audio out or are we talking a minimal difference?

Depends on the headphones and the analog out.
 
Is it a headphone out or otherwise have a 3.5mm jack, or does it look like some red/white RCA stereo out that clearly looks designed only at a line output and not for driving headphones directly?
 
If it's the latter, there's definitely a greater chance of there being a noticeable difference aside from say volume.

Yes, its the latter. The television is question doesn't have an output specifically for headphones.
