I already have Bifrost 4490 with Asgard 2.  I saw someone selling Bifrost motherboard on famous auction site, and I purchased since have a Uber board not in use.  It's working fine without an issue.  Is it safe to use it without a case?

Safe? As long as you make sure it's protected against ESD (electrostatic discharge) So no touching the board, and leave it on standoffs or in contact with an ESD bag. Also, don't spill anything on it.
A good idea? No, not really. It will pick up EMI, and there is always the danger of it being damaged.

I would recommend sticking it in a case. Here are some ones that are supposed to be good.
