I believe as long as Tidal prompts for exclusive mode access to the usb out once connected.

It depends on the app your using. Most app uses the internal Android mixer which converts all audio to 24/192 PCM and and reconverts it to pass audio to usb.
Some apps like USB Audio Player Pro (paid app) bypasses the internal Android mixer and sends audio to your dac without touching it (bitperfect). Its a 9$ app but its worth it...been using it for 10 yrs already.

Edit: Along with Neutron Music Player and Onkyo HF

When using a USB cable from my android phone to a DAC to stream tidal, I take it that the DAC does the conversion and not the phone's internal dac?
USB is a digital data protocol, so what comes out of a USB cable is digital data, not an analogue audio signal.
