USB audio Interface as a high end headphone amp

Hi I got a possibly noob question.
 
I want a usb audio interface with near zero latency so that I can connect my guitar to it and record using programs such as guitar rig.
 
Also I want to be able to listen to music in high quality using my custom in ear monitors, Starkey SA-43. Apparently to get the best out of my monitors, they need a good quality amp that drives well.
 
Would the following be a good choice as a headphone amp:

Maybe I have confused some people lol!
 
I just need a usb interface, but with a headphone AMP. Most of the links I have posted above have a headphone output, but they do not say whether there is a built in amp.
 
Suggestions please

I checked out the Creative/E-MU links.
 
They all have a headphone amplifier section, hence 1/8" headphone output. 
 
Click on "Specifications" then scroll down down "Headphone amplifier"
 
The Tascam unit should also have a headphone amplifier.
