USA import duty on international repairs?

I sent a CIEM back to the USA (WA) for a repair and was charged $27 import duty (£20.99). The package was clearly marked as temporary repair import. Sent from the UK.
Is that normal?

(Very expensive too--FedEx International Priority cost me $82 + $27 import duty.)
